March 26th, 1990. Festus, Missouri. Former Festus Police Chief William Pagano killed his friend and coworker Mark Timothy Todd. He claimed that he was attempting to arrest Todd because he was plotting to have his wife killed, and during the arrest, Todd acted like he was reaching for a gun. Pagano was convicted of murder, but he never served any prison time.
