bro "they" dont give data the emotion chip until the fucking borg movie, and im being generous to even include that. theyre thinking of the season 5 two parter episodes with lore (simply entitled "brothers", i believe) where LORE has the chip, which he'd stolen in a previous episode before their creator could give it to data. lore manipulates data by installing a fake modified emotion chip that will only allow data to experience negative emotions.
data dicks tasha yar down in the second episode of the first season and i swear to fucking god nick has literally talked about it before. there is an implied sex scene about halfway through thats cut short when the pair disappears behind one of the ships quintessential pneumatic sliding doors, and then at the end tasha basically just says that data's a "full service android" or that he's "fully equipped" or something like that.
