Tennessee (the state) passed a law that appears to be insurance in case the House v. NCAA settlement blows up. The SEC and the other power conferences are demanding that their schools abide by the rules created by the settlement. Tennessee (the university) fears those rules may violate federal law and doesn’t want to get sued.
It’s a standoff!
